Illinois Department of Human Services, Child and Adolescent Health, Parents Too Soon (PTS), FY2008
The Parents Too Soon (PTS) program serves new and expectant teen parents living in high risk communities. The goal of the program is to help them learn to effectively parent their child, reduce the rate of subsequent births, improve the health and emotional development of the teen, enhance self sufficiency, and promote healthy growth and development of their children. Services include weekly home visits and peer group meetings on related program topics. PTS programs are operated by community-based service providers in communities throughout the state.
Beginning in FY2008, all PTS programs were required to adhere to one of three evidence-based home-visiting models:
- Healthy Families Illinois (HFI) - Assists expectant and new parents identified as having a significant risk for child abuse/neglect to reduce that risk through intensive home visiting services.
- Nurse Family Partnership (NFP) - Utilizes Nurse Home Visitors to assist low-income first time mothers and their children to improve their health and life-course.
- Parents as Teachers (PAT) - Provides information, support and encouragement to parents.

For FY2008, the data are reported only by Parents Too Soon, which includes each of the three evidence-based home visiting models (Healthy Families Illinois, Nurse Family Partnership, and Parents as Teachers). Data are reported by county, separated by numbers of children 0, 1, and 2 years of age and children 3, 4, and 5 years of age.
Note: The data on number of children served are reported for the location of the service, not the residence of the child. For example, if a child lives in Vermilion County, but receives Parents Too Soon services from Champaign County, this service is counted for Champaign County.
